How official is this idea that you must start after Mohg?

For instance, I had originally planned to start a new playthrough. Is anyone sure there isn't some cutscene-based or dialogue-based hinting at the DLC lore well before Mohg? Seems assumptive that just because it is accessed after that boss, that it isn't hinted at well beforehand.
