Stupid question but does the Odin 2 Mini have cell capabilities?

I've been thinking about getting the Odin 2 Mini as a backup phone and remember that the original Odin had cell capabilities. Does this extend to the Odin 2 and Odin 2 Mini? What are my options?

Do you also think the Mini should be held off on for a future price drop?
