Gta V not utilising ram😐

I have a Asus Rog laptop I5 10th gen 1650ti 24gb ddr4 ram (8+16,) 500gb SSD.

While playing gtav it utilizes 100% of cpu but why does it ignores the ram . It uses like 3 gb ram of the 20 gb available so why don't use it and put the all load on cpu. Any way to increase the ram usage??
