Found out about phimosis, probably have it, what now??

Questions

I recently found out about phimosis and i think that I probably have it. I've looked it up and most of what i could find refereed to treatment for kids so I'm not completely sure if it's fixable in adulthood I found somethings that said it is but they didn't go into much detail of what i could do besides circumcision. I'm 18 and have been followed by the same family doctor since birth and it has never come up that I have it so as you might guess I'm a little embarrassed to bring it up now. My problem is that i can pull back my foreskin almost completely with just a bit of discomfort when my penis is soft but as soon as I get hard it starts to at first feel tight and like it's cutting of circulation of the shaft and then it starts to hurt, I can get fully hard with my foreskin pulled back either. When i already have an hard penis I cannot pull back my foreskin more than 1cm at most before it hurts and feels like it's going to rip.

Can anyone give me some advice, possible treatment or even tell me if this is something I should be worried about??

I would also like to know how long does treatment take and if it can be done in a cheap way as I'm not in a position to spend a lot of money right now
