Solution to dangerous driving and parking in Pune

Due to the rise in accidents, no one is safe on roads in Pune.

The only solution I can think of is to fit cameras everywhere and start issuing automated challans for jumping signals, wrong side driving, lane changing, speeding, wrong parking, etc. Remove the traffic dependency on the traffic police due to corruption.
Link the pending challans to either passports and insurance and driving licenses, so no one can accumulate challans forever.
