Penang Hill Heritage Trail

Visiting Penang Hill for the first time, I have a few questions. I read that the 2nd half of heritage trail after the middle station, there are some stray dogs who might chase you. My friend likes hiking but does not like dogs or monkeys, so I'm wondering if we should not do this trail. To avoid the dogs, I read we can take the train up from the middle station. But will there be space for us? I assume that the train will be packed full from the lower station. Last question is for me because I am less athletic than my friend - Heritage trail is supposed to be the easiest trail but I saw some people say it is 3000 steps. Is it 3000 steps or 3000 stairs? If it's 3000 stairs, I think I will give up. Thanks in advance for your advice.
