Prominence II, Tools less effective at low durability

New to Minecraft modding, but got a server running with Prominence II (RPG).
Trying to tweak some of the mod settings.
Anyone know which mod is making tools, like picks, less effective under 50% durability?
Hoping I can change that to under 10% or something.
