MODI 1.0 SHOULDN'T HAVE HAD MERGED THE RAILWAY BUDGET INTO THE GENERAL BUDGET
As BJP government in their first term merged the railway budget into the general budget, making the rail minister off of the eyes of the layman and off of the scope of accountability of the parliament and due scrutiny of all. There was a clear cut scope of things which we could know from the rail budget but after the merger with the general budget it made a very confusing and opaque for everyone to know what is in the plate for the railways. This has clearly made the current rail minister off of our scrutiny. The railways are literally the backbone of our country. It isn't a mere a thing to have it covered under the general budget. The infrastructure is so huge that it requires a separate and transparent approach of management for it's smooth functioning. Railway has a tremendous amount of vacancies and the most number of which are in the safety unit. This clearly would have been avoided if the rail minister was held accountable and the government was serious about the railways.
