Low rpm boost

Hello does anyone know how I can increase my boost at lower rpm. My 2012 vw Jetta TDI manual 6 speed feels underpowered below 2,000 rpm. I can really feel when the turbo kicks in at 2,000 rpm I am running stock turbo. My Jetta is deleted and has a stage 2 tune
