Preliminary questions about Tallinn Euros

I live in Helsinki so I will 100% be attending Euros this season, just one boat ride away. I'm kinda starting to look at hotels, so a couple questions for locals:

1. Which rink is the competition likely to be at?
2. How easily is it reachable by public transportation and from which areas is it easiest to get there?
3. Any hotel recommendations? I would love to get a hotel with a spa, since I've heard that Tallinn has a few nice ones with reasonable pricing. The idea of having a soak in the morning before the competition day sounds amazing.
