Sister of parvos not spawning at ALL

Genuinely I'm going insane, I've reinstalled, completed call of the temepestari, I have old tenet weapons from a year or so ago, but now I cannot get a sister to spawn, I've tired both the capture and exterminate on pluto in regular and steel patch, level 3 granum void with kills, and she just refuses to spawn in, am I doing something wrong or is there something I am forgetting?
