Help with NUXT dockerfile

WORKDIR /web
        
ENV NUXT_PUBLIC_FRONTEND_DOMAIN=${NUXT_PUBLIC_FRONTEND_DOMAIN}
        
COPY . .
        
RUN npm ci
        
VOLUME [ "/web/.output/public" ]
    
CMD [ "npm", "run", "generate" ]

The plan for this is to bind to the volume and then have caddy serve the folder. The problem is that I get the output ERROR EBUSY: resource busy or locked, rmdir '/web/.output/public'.

Weirdly I get this just before the nuxt prerendering executes. Can anyone help me out with this.
