How to catch and scatter rainwater to sheltered garden?

A part of my garden is blocked by an overhang, and there are no gutters nearby. I am attempting to grow a wildflower mix for the express purpose that I DO NOT LIKE NEEDING TO WATER MY PLANTS! Everything I have growing does fine on rain alone.

The problem is, this part stays dry. It's so dry that up till now even weeds have refused to grow there and a shallow ant nest got set up. Furious googling has only led to gutter attachments, rain barrels (for manual watering later), and pump fed water features.

Does anyone have suggestions for how to scatter rain here? Ideally with pretty decor and not tooo much naked PVC :)
