Honest question for local Dutch

I’m an American visiting this beautiful country for the first time. I have been here since Thursday and have seen multiple incidents of people getting up in each others faces and screaming. Is this normal? Granted I’m from the US and we just shoot each other instead of getting in your face 😆.
