1991 Toyota 4Runner

I have a question for some of you tech type people so my Toyota started smoking white smoke the other day and I did a coolant pressure test at 13 psi for 10 mins and it held fine and took off the radiator cap and watched for bubbles and nothing I just changed plugs still smokes and cap and rotor I thought it may have been missing just need some input
