Is a rent increase valid if notice of increase is given less than 90 days?

74 days before renewal the LL states a 20% increase is applicable. However, I noticed Article 14 in the latest RERA Tenancy guide and it's unclear if an increase is actually valid if less than 90 days notice is given?

Any/all clarification on this issue is appreciated. TIA
