Is there a subreddit where you can make posts as a way to respond to a comment in a locked thread? And if not, would creating a subreddit like that be allowed?

Hopefully this makes sense but if it doesn't please feel free to ask for clarification because I'm usually really good at elaborating in response to specific questions
