Dangerous tackles

Hear me out. It seems players have adjusted their game to have their arms trapped in a tackle, leading to more 'dangerous tackles' and free kicks. It's less often seen (in my opinion) that the ball carrier lifts their arms above their head when a tackle is imminent. If the arms are free, you can release the ball and brace for impact, reducing the head knocks on the ground. Obviously we need to protect the head and I don't have a solution but seems more concussions from pinning the arms than ever before.
