How do I add mods to Fabric if I cant find the "mods" folder?

I reinstalled Fabric into my D drive and when it loaded the file the mods folder wasn't there. Do I have to have it inside my .minecraft folder for it to appear? I tried to manually add the mods folder to the file in different areas, but it was still to no avail. For context, I was installing fresh animation a second time because my c drive was full and I messed up somehow and had to reinstall Minecraft.
