ITB Employees: Did you see many people got promoted to ITA (ITB) from AGPA (ANOTHER branch; non-ITB)?

At my current branch (non-ITB), I saw many AGPAs in IT related unit who got promoted to the ITAs at the ITB.

I understand that IT related experience matters more than classifications to be an ITA, but I am just trying to see if it’s generally common for AGPA (ANOTHER branch) to become ITA at the ITB.
