Researching 141 Colleges for flight school, PPL question

I’ve been hearing on this sub that getting the Private Pilot cert is the hardest part about being a GI Bill user. Which scares me because I don’t wanna waste it and I also don’t wanna fork out cash when my PPL is pretty much already paid for. Is there any school I can go to where PPL isn’t insanely congested? Or anyway I can kinda solve the issue without spending my own cash on the PPL cert? Thanks yall!
