RULING QUESTION: Dinner Bell + Maleficent Mistress of all Evil

If you dinner bell a character to draw, which states "Draw cards equal to the damage on chosen character of yours, then banish them", and you have Maleficent Mistress of All Evil on board, whose ability reads "During your turn, whenever you draw a card, you may move one damage counter from chosen character to chosen opposing character", can you move a damage counter from the character you are dinner belling each time you draw off of the character before you banish them? Maleficent's ability seems passive, placing it in the operation of other cards, so I think the above mechanic is correct but want to check before I roll into local championship assuming so!
