My dogs hates the car if I’m driving

My puppy does amazing in the car whenever someone else is driving and he’s sitting on my lap. But if I drive him somewhere and he has to sit on the passenger seat, all he does is whine and try to climb around or sit on my lap.

I use his sling hung around the headrest and then clipped him to that since he’s so tiny and I’m not able to find a proper seatbelt for him that’s short enough. I extended it a little for him to sit on the console which stopped his whining a little bit but I don’t feel like it’s very safe.

What do you guys use when you have to drive your dog?
