Question About Proccing Sorcerer 40 Mana Passive Tree Nodes

Supposing we really inception this thing, and the chain of events is !) cast Mana Strike, 2) one of the two triggers goes off and casts Frost Claw, then 3) the Power Word: Hail node in Frost Claw triggers and casts Ice Barrage.

Assuming Ice Barrage still has its normal cost of 50 mana, would this series of events meet the 40 mana requirement from nodes like Afterglow and Arcane Current in the Sorcerer passive tree?
