The characters which weren't in the last panel of Chapter 1121

Regarding the characters who weren't in the last panel of Chapter 1121.

You would it means think they are not the big shots or important characters for the main story, but instead the truth is the panel just highlights the competitors, the ones who are actually interested in the race for the One Piece:

1. No Crocodile and Mihawk: First of all Buggy covers for them, and plus Mihawk never cared about finding the One Piece and just wants to stay in peace, and Crocodile never cared too, since Alabasta his main goal was to fund and build Utopia to counter the World Government

2. No Kizaru and Fujitora: The first one is pretty neutral, and overall they both never cared about stopping pirates from finding the treasure.

3. No Hancock: She too never cared about finding the One Piece, nor supporting others in finding it, nor preventing others from searching it.

4. No Doflamingo: His main goal was always chaos throughout the world to overthrow the Celestial Dragons.

5. No Law: He's clearly not anymore a competitor, he's still alive, but he lost all the Poneglyphs to Teach, and his main goal was never the One Piece, but finding the truth about the D.Clan, the Will of D. and about their "checkered fate".

6. No Smoker: Clearly not anymore the Marine counterpart to Luffy as he was once hyped to be. Nowadays he's a recurring character doing irrelevant stuff.

7. No Ryokugyu: Just a World Government fanatic and an worsshipper of Akainu

8. No Kidd: Not a competitor anymore, lost all the poneglyphs and probably dead?? Even if he's alive, unlike Law i would have no idea what role or other goal he could possibly have in the Final Saga??

9. No Katakuri: Clearly never had interest in any of this. Just staying in Whole Cake Island, governing the Totland Archipelago in place of his mother and protecting his brothers and sisters.

Anyone else i missed?
