Why is UPS the only delivery company in the states that can deliver snus?

I have been wonder this for some time if anyone has any insight as to why. It’s certainly not because FedEx and usps doesn’t do age verification because they do when I order liquor or certain firearm related things, they actually look at and scan my license before getting me to sign so what makes UPS the only option when I order from Sweden?
