Permethrin for yard

I bought a bottle of permethrin concentrate to spray my yard because we’ve been fighting ticks for a couple months and nothing has been working so far. I checked the warning label and it says it’s pet safe but I always do more research and turns out it’s toxic to cats which I have 4 of. I’ve seen that it’s only toxic when wet but my question is, would morning dew make it toxic all over again after its initial drying? Any info is greatly appreciated.
