How come I can now do the same quest multiple times in a row?

I asked in chat but no one answered, Googled it and did not find much on it but the Dragonriding Emissary let me do the same quests over and over again, is this because of the new Warband feature you can do certain quests multiple times or something or is this a bug? It takes like 5 seconds to do this quest from the Ruby Lifeshrine.
