Question regarding high RAM usage coupled with poor performance on Windows Avid installs

Long story short, AVID runs like a dog despite being a solid new version and top spec workstations. Typically I see the RAM running at about 95% usage (usually of about 100gb) but Avid will look like it's only using a few gigs. This is something I've come across at a few places I've worked at over the last few years. Usually ones that have replaced their broadcast IT teams with "regular" IT, if that's relevant. Any hints as to what I can investigate or suggest to IT to look into?
