Tier 1 Sets seem strong, some ramifications

I'm in love with the tier set for my class and the "modern" stat budget of "not having a bunch of useless ones."

But because they're so strong I'm curious how mandatory they'll be in Phase 2. A toon in full T1 seems like they will absolutely be dunking on anyone without.

Curious if there'll be catchup gear or if they'll keep some of the vanilla "you need to play all the tiers" mentality.
