Issues with Toro recycler

Hi everyone! First time home buyer that is happy to find this group.

I have a toro recycler that is a couple years old. I’m running into a couple issues with it:

The self propel doesn’t seem to be working at all. We have small hills on the side of our yard and the mower is extremely difficult to make it up.

The bagging feature doesn’t seem to work well. Some lawn goes into the bag, but plenty is left all over the yard.

The mower stutters and stops over tall grass: the grass is only a few inches tall and I’ve watched my neighbors with their mowers tackle their grass just fine.

At this point, maybe it just needs a tune up? It’s about three years old and maybe that’s normal.
