rabies??

i was walking my dog and we got close to a small cat without noticing. the cat got startled as soon as it saw my dog and it started attacking her and also me while trying to get her (scratches and a small mark which looks like a bite), then relaxed and was just sitting. i live in a country that is considered to not have rabies present, therefore it's very hard to find a shot for it. i got a tetanus shot two weeks ago though.
