Steady flight / Skyriding War Within Launch

Just to make sure, originally, the plan was that in War Within, we will need to unlock "Steady Flight" (aka the TBC flight) at max level + finished campaign. Do I understand it correctly that this is no longer a thing and we will keep the current setting (that we can level in War Within from the get-go) with Steady Flight?
Thanks
