Is Laredo N considered a hard to fill station ?

I am already a BP agent and wanted to reapply to hopefully get Laredo N. I already have a hardship station but they didn’t offer me the 20k since I was already a federal employee before which they didn’t tell me until after I had already chose my station and completed the academy. I know once you’re in and reapply you get offered the hard to fill stations so I wanted to see if you’d consider Laredo N a hard to fill station. Or even El Centro/ Calexico station.
