Can you mechanically add personal energy shields?

I wonder if it's possible to mod in a personal shield equipment not skyrim but more like mass effect? The current defense is armor thing feels a bit meh.

Yes, this would apply to enemies. And yes it violates the games theme of nasal punk but (blows raspberries).

Yes, I know it would be some work programming, creating the visual textures, and giving us perks but it would be cool.
