Did Hearst consider Turner to be a friend?

After Dan kills Captain Turner, Hearst is noticeably upset. Obviously he is shaken because he no longer has his top enforcer and he was also publicly shamed/defeated, but when Cy refers to Turner as a friend he seems to agree. Do you think he actually did consider him to be a friend despite his statement about not having any friends and only interacting with black people who he considered to be beneath him?
