Condensation under kitchen sink

I have a double sink in my kitchen, and I noticed that there is condensation under one of the sinks. In addition, I noticed a part seemed like it is coming apart.

How serious is this issue? Is it something that can be fixed easily at home, or should I call a plumber, which in our area start at $150 just for the visit, plus any additional costs for parts and labor for fixing anything.
