Invaisive species

I know the city it very progressive (and has a plan ) for eliminating invasive plants in Guelph. How do I get their attention to help eliminate European buckthorn along my fence line ( that boarders my property and theirs) I’ve done my part by cutting them out from my property and my neighbours and grinding the stumps. However the ones that are on their side are the large ones that produce large amounts of seed that will spread again. I know they have the ability to use herbicide that will kill the shrubs and replant with native shrubs and trees. Their website doesn’t offer much help in helping where these large seed producers are and eliminating them. Any help would be great !
