TOS or Webull? Mainly for scalping in premarket/first hour of regular hours.

I thought I wanted to use TOS but I had been hearing of a lot of outages since Schwab was integrated. I wasn't particularly keen on the ladder vs a more traditional Level 2 as well. Webull seems as its matured a bit over the years but I know their customer support is relatively lackluster when compared to TOS. Any thoughts? As far as I'm aware there are no fee differences but I was a little confused on this because I thought I saw some discrepancies in what I was seeing.
