Urgent

My brother's roommates cat is being severely neglected and has a double eye infection. The roommate has insurance but doesn't want to take the cat to the ER and has been giving him random eye drops. My brother offered to take the cat to the emergency room but wants the roommate to pay because the ER around us requires immediate upfront pay. What should we do? The cat needs emergency assistance today. I'm not sure what we should do but I definitely think the cat needs to be taken away and given to someone who can care for him.
