cpu, gpu and ram utilization staying low (Low fps gta modded)

I recently built a system with a i5 10400f, rx 5700 xt and 32gb of ram but when playing modded gta story mode, without graphical mods and settings put to the lowest or highest possible my pc just wont utilize my hardware.
I made a video so you can see what is happening, I will also post a picture of the system (cable extensions arrive soon)
