What was the plan if RAAM actually managed to kill Delta on the train

I know Gears 1 was done as a one game project so a lot of things in lore and gameplay were just slapped together which really did a number on the lore afterwards (25% GLOBAL DEATHS on E Day WTFF???/a 79 years human world war????/Marcus never saw therons/berserkers in 14 years??)

But I just started thinking: so RAAM and his squads get on the train, say they kill Delta at some point it doesn't matter, what then? RAAM had like a minute to somehow get TF out of there, he wasn't as suicidal as the rest of the locusts since he was harder to replace, what was he thinking?
