When is champ select trolling going to be punishable?

I just made a new account to one trick Hwei on and lvld to 30, first ranked game ever I get fiddlesticks support and blitzcrank top with smite? Is this ever going to be punishable? I have to sit out a timer because these people want to troll or test their "tech" in ranked games, and it feels awful. I cant even see their match history to see if its actually trolling or if they have success with it.
