CPU at 100%

Trying to play mw remastered and after the first match my cpu always goes to 100% after being around 50% the whole first match. I play on low settings at 1080 and lock my frames at 60 bc ik my pc isnt strong. Is my pc just that weak or is there something im missing lol. (this my first "gaming" pc so all help is appreciated.)
