Can't give Cole the amulet

I'm at the stage in Subjected To His Will where you have to give the amulet to Cole.

But I can't trigger the cutscene of giving it to him. I've exhausted apparently all his other dialogue, including Odd Things. I've tried leaving Skyhold and coming back, marking Subjected To His Will as the active quest, and talking to him after other cutscenes.

People have suggested increasing his approval, but I'm already at max approval, and I'm not sure I have any opportunities left to lower it. I can find plenty of guides to getting Cole approval, but nothing on things that piss him off. He mainly seems to dislike main quest choices and judgments, but I'm right after What Pride Had Wrought.

Does anyone know a good workaround?
