Tier-Up

I’ve maxed all my equipped mods, armor and weapons but I’m still having trouble finding (Power Surge) Stranger blueprint fragments to up my weapon’s stars/tier. Please help. It’s so difficult. I’ve done all the mystic crates during the rift anchors + endless looting but still none.

Any idea/suggestion?
