skin too tough to pierce ?

my friend just tried to have her navel pierced, and the needle would not go through because the skin seemed to be too fuckin tough to even get more than a millimeter deep. we’re confused, any reason or advice ? can she still get the piercing ? the piercer used all their force and it would not go through 😭 help thank u
