Help me understand this. FnO Query

Aarti Ind is in FnO ban for today, meaning traders can't add positions, but only reduce it.
My two questions:

1. If no buyers, whom will the holders sell to? I understand if it is for past orders but apart from that?
2. I see the options prices fluctuate. Sometimes rising, dropping, How is that?
