Simcity3000 cant connect with 3 of my 4 neighbors.

So odd situation is that I have enough funds to start a connection and I have flattened the land so that the road can connect flush but it just doesnt.

On my map I have a connection with one neighbor (bottom left quadrant of the diamond) for the other 3, it just wont work.

Any ideas or is this just a bug?
