Work in Tucson as an European engineer

Hi I am french I have an engineering degree and a PhD, I am exploring my opportunities and i could do a postdoc in UoA, first question : is 60k$ Gross a good salary to begin with and live correctly ? Second question : how hard it is to find an engineering job as a foreigner ? Are the US citizen prioritized before foreigners? Thanks
